Digital and Population Data Services Agency (DVV) check calculation:
Index = (DDMMYYZZZ) mod 31; Char = TABLE[Index]; TABLE = "0123456789ABCDEFHJKLMNPRSTUVWXY".
- 1. Concatenate date (DDMMYY) and 3-digit individual number (ZZZ) into a 9-digit integer.
- 2. Divide by 31 to obtain the remainder.
- 3. Look up remainder index in the 31-character table.
- 4. The resulting character must match position 11.
