About Vietnamese Citizen ID (CCCD) Validation

The Căn Cước Công Dân (CCCD) is Vietnam's national chip-based biometric identity card regulated by the Ministry of Public Security (BCA) under the 2024 Identity Law. As of January 1, 2025, legacy 9-digit CMND cards are decommissioned, making the 12-digit CCCD the sole valid civilian ID.

The 12-digit format consists of 4 segments: `[PPP][G][AA][NNNNNN]`. `PPP` (3 digits) represents the birth province code; `G` (1 digit) encodes century & gender (0=Male 20th C, 1=Female 20th C, 2=Male 21st C, 3=Female 21st C); `AA` (2 digits) is the birth year; and `NNNNNN` (6 digits) is a unique sequence.

  2. 2. Validate 3-digit province code against Vietnam's 63 administrative divisions.
  3. 3. Validate century and gender digit (position 4: 0 to 9).
