About Dominican Cédula

The Cédula de Identidad y Electoral is the primary identity card in the Dominican Republic, issued by the JCE.

This tool generates structurally valid 11-digit Dominican Cédulas, validating check digits using the Luhn Modulo 10 algorithm.

Anatomy & Structure of Dominican Identity Card (Cédula)

The Dominican Cédula comprises 11 decimal digits in 3 segments:

PositionFieldLengthMeaning & RuleExample
1 to 3Registry Office / Series3 digitsCivil registry office code (e.g. 001 Distrito Nacional, 031 Santiago)001
4 to 10Sequential Number7 digitsSequential citizen identity registration number1234567

Official Cédula Validation Algorithm (JCE Modulo 10 / Luhn)

The Central Electoral Board verifies the 11th digit using standard Luhn algorithm:

DV = (10 - (Σ luhnDigit(d[i], i) % 10)) % 10
  1. 1. Take the first 10 digits.
  2. 2. Moving from right to left, alternate multipliers 2 and 1.
  3. 3. If a product is >= 10, add its digits together (or subtract 9).
  4. 4. Sum all evaluated terms.
  5. 5. Compute check digit: (10 - (Sum % 10)) % 10.
  6. 6. The identity card is valid if the 11th digit strictly matches the computed DV.
