The Dominican Cédula comprises 11 decimal digits in 3 segments:

Official Cédula Validation Algorithm (JCE Modulo 10 / Luhn)
The Central Electoral Board verifies the 11th digit using standard Luhn algorithm:
DV = (10 - (Σ luhnDigit(d[i], i) % 10)) % 10
- 1. Take the first 10 digits.
- 2. Moving from right to left, alternate multipliers 2 and 1.
- 3. If a product is >= 10, add its digits together (or subtract 9).
- 4. Sum all evaluated terms.
- 5. Compute check digit: (10 - (Sum % 10)) % 10.
- 6. The identity card is valid if the 11th digit strictly matches the computed DV.
