Weighted mathematical rule for Latvian legal entities:

C = 3 - (Σ (d[i] * w[i]) mod 11); if C < -1 then C = C + 11
  1. 1. Strip prefix 'LV' and ensure the number contains 11 digits.
  2. 2. Multiply the first 10 digits by weights [9, 1, 4, 8, 3, 10, 2, 5, 7, 6].
  3. 3. Calculate C = 3 - (Sum mod 11); if C is less than -1, add 11.
  4. 4. If C equals 10 or -1, the combination is invalid.
  5. 5. Value C must match the 11th digit.
