The Reģistrācijas Numurs is the unified enterprise registration code issued by the Enterprise Register of the Republic of Latvia (Uzņēmumu reģistrs).
When registered for VAT with the State Revenue Service (VID) and the EU VIES system, it takes the prefix 'LV' and functions as the national VAT (PVN) identifier.

Weighted mathematical rule for Latvian legal entities:
C = 3 - (Σ (d[i] * w[i]) mod 11); if C < -1 then C = C + 11
- 1. Strip prefix 'LV' and ensure the number contains 11 digits.
- 2. Multiply the first 10 digits by weights [9, 1, 4, 8, 3, 10, 2, 5, 7, 6].
- 3. Calculate C = 3 - (Sum mod 11); if C is less than -1, add 11.
- 4. If C equals 10 or -1, the combination is invalid.
- 5. Value C must match the 11th digit.
