Validate 14-digit Registro Tributario Nacional (RTN) numbers for Honduras via Modulo 11 check digit.
How does Honduras RTN validation work?
Validation checks department codes (01..18), municipality codes (01..28), year validity, and calculates the Modulo 11 check digit.
Accepts both hyphenated (MMMM-AAAA-SSSSS-Y) and raw 14-digit numbers.
